The Copilot Plus PC: Kicking off a Generation of High-Performance Arm-Powered Windows Laptops (Preliminary Version)
Since the introduction of Apple’s own chips with the M1 launch in 2020, Windows laptops have fallen far behind MacBooks in performance. Microsoft has had trouble with Windows on Arm over the past 10 years, making its confidence levels surprising. Microsoft first attempted to transition Windows to Arm chips with the Surface RT in 2012, but performance was terrible and app compatibility was virtually nonexistent. The launch of the Surface Pro X was better thanks to improved emulation and Windows changes. It wasn’t enough to compete with Apple’s M1 launch, but it was a sign of things to come, as the start of a close partnership between the two companies now looks like it might pay off.
The performance and app compatibility are dependent on the battery life. Microsoft uses a script to simulate web browsing. On 2022’s Intel-based Surface Laptop 5, it took eight hours, 38 minutes to completely deplete a battery; the new Surface Copilot Plus PC lasted three times that, hitting 16 hours, 56 minutes. That’s an incredible jump in efficiency, and it even beats the same test on a 15-inch MacBook Air M3, which lasted 15 hours, 25 minutes. That is more than one hour and a half.
Over the past two years, Microsoft has worked in secret with all of its top laptop partners to ready a selection of Arm-powered Windows machines that will hit the market this summer. Known as Copilot Plus PCs, they’re meant to kick-start a generation of powerful, battery-efficient Windows laptops and lay the groundwork for an AI-powered future.
The executive vice president and consumer chief marketing officer at Microsoft states that the most powerful PC ever is going to be available. It will beat a MacBook Air with an M3 processor by over 50 percent on sustained performance.

We spent a lot of energy here. The Windows and Surface chief Pavan Davuluri says that they can take advantage ofPrism’s capabilities to solve this with better energy, platform, and performance efficiency.
Fortunately for Microsoft, two major shifts have happened in recent years. First of all, many of the biggest apps now support Arm chips, and they are all native ARM64 apps. Many of the browser makers are moving to the ARM64 platform. A native version of Chrome launched recently, followed by Opera just last week. You won’t be affected by the performance of other browsers if you use Firefox, Vivaldi, Brave, and Microsoft Edge. It is a big deal when you consider a lot of apps are web-based and we spend more time inside a browser.
The Copilot Plus PCs are believed to have 87 percent of their app minutes inside native apps. The Prism emulator will help in the meantime, but it is still working on closing that other 13 percent.
The Surface Copilot Plus PC ran for more than 20 hours in a video game test, while the MacBook Air M3 ran for 17 hours and 45 minutes. That’s also nearly eight hours more than the Surface Laptop 5, which lasted 12 hours, 30 minutes. This will be a significant improvement for windows laptops if the battery gains extend beyond basic web browsing and video viewing.
Microsoft is integrating more than 40 different artificial intelligence models into Windows on Arm in order to make it easier for developers to create new experiences. Around 10 of these are small language models that will run in the background. Microsoft has a measuring system for the battery life of its products that include running continuously on the NPU.
Davuluri says these open the doors for new possibilities. NPUs give us the ability to do a lot of work. The new recall feature demonstrated by Microsoft allowed you to time travel back in time to when you saw or worked on something. This is all thanks to these AI models running in the background and cataloging everything you’re working on, so there’s an explorable timeline.
There’s a feature in Windows 11 that will provide real-time translations of any video. Microsoft is also adding Auto Super Resolution to Windows 11, which automatically upscales games to improve frame rates and graphics resolution.
